Es wurde vom Bundesverfassungsgericht im Rahmen des Volksz\u00e4hlungsurteils 1983 als Auspr\u00e4gung des allgemeinen Pers\u00f6nlichkeitsrechts formuliert. Demnach sei es mit einer freiheitlich-demokratischen Grundordnung unvereinbar, wenn die Menschen \u201enicht mehr wissen k\u00f6nnen, wer was wann und bei welcher Gelegenheit \u00fcber sie wei\u00df\u201c.
